Before the official announcement of the test plan, some parts of Russia, especially Dagestan, Chechnya and Ingushetia, have experienced a short network "isolation". These companies failed to meet several Russian regulatory requirements, such as:

1.Ensure the information security of data centers.

2.Cooperate with Russian monitoring agencies to deal with distributed denial of service (DDoS) attacks.

3.Participate in regular network stability exercises.

4.Register with Roskomnadzor to become a legal hosting provider.

These warnings are a sign that Russia is strengthening its control over foreign hosting providers and trying to reduce its dependence on external Internet infrastructure.
